At present in Bangalore, it too common that RTO is ceasing out of state vehicles and ask to pay road tax.
I tried to find out how much tax one has to pay and how to pay without an agent, and this is my personal experiance at RTO office BDA complex Koramangala
So how I do It?
Step1:
Find out the R.T.O office for your region, This is important as you need to provide address proof and if the address does not fall in RTO region they will not accept your application

Step2:
Documents Required (You need Original and Photocopy of the document)
1) R.C Book (You can pay tax and use vehicle even if you are not the owner)
2) Local Address proof , of the person who is going to pay tax(Voters ID, Passport, Electricity Bill, BSNL land line bill etc)
3) Insurence document (Should be valid and matching with RC)
4) Polution certificate (Should be valid sand matching with RC)
5) Vehicle purchase invoice (If you don't have this document, See FAQ, below)
6) ID Proof of tax payee(Not necessary ID has to be taken locally)
Step3:
How Road Tax calculated (This is same for out of state and inside Karnataka)

You have to add cess of 11% towards your tax amount
Eg: Calculation:
Lets say you have a private car and it is 10 years old,out of state registration.
The invoice says TOTAL Ex.Showroom Price = 385093.00/-
Check the link above , it could observe that life time tax is = 385093*13/100 = 50062/-
Again from the above link it could see for vehicle more than 10 years, it is 45% of life time tax = 50062*45/100 = 22528/-
Adding a cess of 11% = 2478/-
So total tax need to pay is : 22528+2478 = 25006/-
Note: Tax will be calculated before all rebates and reduction you got for vehicle.
Step4:
How to approach RTO office (I have done it form Koramangala RTO).
Room details are specific to Koramangala RTO office
Lots of agents will be there and you don't need to approach one!!!
Sec1) Do a written letter in a A4 white paper addressing RTO bangalore and with a subject "For Out Of state Vehicle Tax Payment". Mention Reg Number and state which the vehicle is registered in this letter.
Sec2) You get Form 14 at the reception,(ask the person for Form 14 at the desk), and fill it up. It is a small photocopy form, you need to fill vehicle details in it. (See FAQ for some tips)
Sec3) Keep your Form14, your application and all photocopies of doc in step2 pinned together , and get into the first room. You can see at the dead end of Room there is RTO cabin and just next to it a person sitting (A yellow board with "Kerala" and some other info was hanging from sealing on top of that seat).
Sec4) Approach him and tell you are for tax payment and hand over all docs to him, of he ask show the originals. Then he verifies and signs on the Form14
Sec5) With all these docs, go to the first person sitting opposite to the first entrance door and hand over all docs to him. He will calculate the tax (as per step2)and write it to Form14
Sec6) If the amount is more than 3500/- you need to get a DD, else you can pay the tax directly at cash counter.
Sec7)If DD is required you need to get a DD in favor of "RTO Bangalore", branch code will be 00831(For SBI) for DD.
Sec8) With all docs and DD go to cash counter and he will give you a receipt of tax payment (Make sure all details entered the receipt are as per RC)
Sec9) Go to the same person in (5), then hand over the copy of tax payed receipt and photocopy documents with Form14 to him and he will keep all those docs with him.
So now you have Tax Receipt and it is valid for life time. Enjoy!!!
FAQ:
1) How long I can ride the vechile in Bangalore without tax paying?
Ans: At present from RTO office, I came to know you can use the vehicle only one month in Bangalore without tax payment (But it seems there is a case in court and it may increase to 6 months ca. ). If RTO catch you, you may end up in paying complete life time tax and fine.
2) Can I pay tax if the vechile is not owned by me?
Ans: Yes you can, you need a local address proof for the same
3)If I dont have original invoice what should I Do?
Ans: Follow till Sec5) for Step4,( In Sec4 the person may ask about invoice and you tell him you don't have it) In Sec 5, He will give a small paper chit with writing so that you get a duplicate invoice of vehicle registered in Bangalore on the purchase year and month of your vehicle. With that chit go to Room 3, Next to Auditors room and meet the person (will be informed you before handing over the chit) mentioned, He/she will go to computer server room and give one or two vechile numbers of your vechile model and year to you. Go with that to same person at sec5, hand it over him. He will get you a duplicate invoice. Pin it along with your application.
4) How I fill Form14
Ans: If the vehicle is more than one month, they will ask you to pay life time tax, so in Form 14, you mention a date within one month , and may be they ask for proof for the same. (toll receipt etc, so get something like that, eg:petrol receipt, toll recipt etc for a smooth transition)
5)How long It will take to pay tax
Ans:If you have all docs in Step2, In weekends it will take around 2.5 Hours and week days it will be 1 Hour Job.
6)Can I get the refund of tax from my vehicle registration state
Ans: No, for that you need to change address to Bangalore respective RTO region and change registration to Bangalore. Take these docs to original registered state RTO and you can apply for refund.
Note: The Office start fully functional around by 10:30 only.
